Dear Seema, there is no transparent market for any of them. Further the condition of the collection impacts a lot. Then it will come to the buyer and seller. To your surprise that both the type of collection have very high volatility and the market is very shallow. But yes you can contact me and will try to inform him the fair value of the collection. As a advise, ask him to go for valuation only if he want to dispose it off. Because, everything changes drastically year on year especially in case of numismatics. Can certainly help in liquidating it.

Dear Seema, These practice of collecting stamps collection comes under the term philately. You can google search for the purpose of growing your knowledge. Your client can upload all pics of his collections on e-bay for bidding. There is no one who can ascertain the value of these assets as they come under alternate assets. Their liquidity is very low and is not very popular in India yet. Hope that helps.
